Special Town Board Meeting –Monday, December 14, 2009–6:00 pm–Conference Room

Chairman Bollweg called the meeting to order at 6:05 pm. Present at roll call were Chairman Bollweg, Supervisors Weiss, Palmer, Allis, Holden, Clerk Polyock, Atty. Schiltz.

Weiss/Holden motion to go into closed session per Section 19.85 (1)(e) – considering collective bargaining agreement with highway department; per Section 19.85(1)(c)-considering employment, promotion, or performance evaluation data of any employee – building inspector and cleaning service. Roll call all present voting in the affirmative.

Highway union wants a meeting. Atty. Schiltz send a letter to the Union. Town needs right to sub-contract out (The Town reserves the right to contract or subcontract municipal operations. The right to contract or subcontract shall not be used for the purpose of undermining the Union or to discriminate against any of its members). New hire health insurance to pay 60%.

Supervisor Holden is to meet with Cindy Smith and make a task list with set times and days to clean.

Building Inspector – when a complaint is received inspector goes and gets $50 to take pictures and give report. Health, safety or welfare he can go without permission. For “ag” property, zoning does not trump nuisance. The Town’s Association has a model nuisance ordinance. Need to find out what to do with “unused” farm implements on “ag” property.

Weiss/Palmer motion to reconvene into open session. Carried without negative vote.

Palmer/Holden motion to adjourn. Carried without negative vote. Meeting adjourned at 6:55 pm.
