Regular Town Board Meeting – Monday, November 12, 2007 – 7:30 pm – Linn Town Hall
Chairman Bollweg called the meeting to order at 7:30 pm. Present at roll call were Chairman Bollweg, Supervisors Weiss, Palmer, Jones, Holden, Clerk Polyock, Atty Schiltz. There were ten (10) citizens present.
Jones/Weiss motion to approve the minutes of the Regular Town Board Meeting, Oct. 8, 2007 and Special Town Board meetings Oct. 15, Oct. 29, and October 31, 2007. Carried without negative vote.
Weiss/Holden motion to pay the bills as presented including the Terry Schilling bill with the exception of adjusting John’s Disposal bill taking out the added tipping fee. Carried without negative vote.
Comments from the public: Jeanne Allis, Snake Road, commented on the huge jump in assessed values of homes with the revaluation. She has been getting calls from neighbors.
Plan Commission: Supervisor Weiss reported that the Walsh’s have demolished their old residence. Because of the long construction period for the new home, they would like to put a studio apartment above the garage for personal use to live in during construction. Weiss/Palmer motion to approve the Joyce S. Walsh Trust dated June 13, 1999 conditional use request with the following conditions: after completion of construction on the new house, the studio apartment will not be used as a primary residence and cannot be leased. Carried without negative vote.
PrimeCo Communications/Verizon Wireless has an existing tower on Merwin Farms, Linton Road. At the Plan Commission they discussed the noise level which was deemed not to be a concern. They felt landscaping is a concern, so they asked for a comprehensive landscaping plan.Weiss/Jones motion to approve PrimeCo Communications/Verizon Wireless amendment to the existing conditional use subject to the plan commissions landscape plan recommendation. Jones mentioned the use of herbicides by the trees. Carried without negative vote.
Weiss stated that Geils are adding the additional 1.6 acres as an outlot to make the new Certified Survey. Weiss/Jones motion to approve the Certified Survey of David & Amanda Geils. Carried without negative vote.
Protective Services: no meeting Chief Wisniewski stated that Lt. O’Brien would be attending a one (1) day supervisor class held in Kenosha. Holden/Palmer motion to approve O’Brien’s attendance at the supervisor class. Carried without negative vote.
Palmer/Jones motion to approve Officer Ortiz request to carry-over 42.5 hours of comp time into Jan 2008 subject to receiving a letter from the Union that this is not setting a precedence for Officers in the Police Union. Carried without negative vote.
Chief Wisniewski introduced Robert Linder. Weiss/Palmer motion to hire Robert Linder as a part-time police officer. Carried without negative vote.
Highway Committee: no meeting
Harbor Commission: working on job descriptions
Buildings & Grounds: no meeting
Public Parks: put a survey and ten (10) year maintenance plan in packet – please review and give any comments to Supervisor Jones
Geneva Lake Environmental Agency – Palmer said they had sent a letter to City of Lake Geneva Plan Commission with reasons opposing Mirbeau-Hummel Development project.
Lake Use: no meeting
Bollweg/Holden motion to appoint Mike Palmer to the County Smart Growth Committee. Carried without negative vote.
Weiss/Holden motion to approve the EMS contract subject to striking 2.2 on page 12 (initiating legal proceedings). Carried without negative vote.
Holden/Jones motion to approve the resolution to include unpaid charges on the tax bills. Carried without negative vote.
Weiss/Palmer motion to pay non-union highway employees over-time after eight (8) hours worked in a day. Carried without negative vote.
Supervisor Holden mentioned that wireless internet is available from the FS tower on County B through T-6.
Palmer/Jones motion to adjourn. Meeting adjourned at 8:00 pm.
