Special Town Board Meeting – Monday, April 27, 2009-3:30 pm – Conference Room

Supervisor Weiss called the meeting to order at 3:35 pm. Present at roll call were Supervisors Weiss, Palmer, Allis, Holden, Clerk Polyock, Police Chief Wisniewski, Atty. Luis Arroyo. Chairman Bollweg was absent.

Allis/Holden motion to convene into closed session per section 19.85 (1)(c)(e)( and (g) to discuss employee compensation issues, labor agreement negotiations and possible litigation and conferring with legal counsel regarding same. Roll call vote – all present voting in the affirmative.

Holden/Allis motion to reconvene into open session. Carried without negative vote.

Joining the meeting at this time were Jim Bushey, Juan Ortiz, Will Borgen and from the Union Dave Hendrickson.

Atty. Arroyo distributed the ground rules and they were signed by both parties. The Union had a question on the training proposal. If the Department states that you need to attend a specific training, pay will be at time and one-half if it is not a scheduled work time. If you request to attend training, if approved, pay will be straight time.

Union had a question on terminating past practices. Hendrickson said you can’t do this. You need to look for more specifics, identify the past practice and then put it into the contract. You cannot do a blanket of all past practices.

Atty. Arroyo asked how the union came up with a 7% raise across the board for a three year contract. Hendrickson distributed a sheet of comparables of top patrol wages. Why have you given a 20% increase to create a 4 th year tier? Union went with 10% less than the top detective for that amount. Many departments have 4 or 5 tiers. Union also wants to create a non-supervisory Sergeant position. When asked why Union asks to double the comp time, the response was the officers are looking for the ability to have more time off. They are willing to talk about comp time because of scheduling problems. When talking about the education reimbursement, the Union stated that this could be “tweaked”.

Date for the next meeting will be Monday, May 11, 2009 at 5:00 pm.

Holden/Allis motion to adjourn. Meeting adjourned at 4:25 pm.
