Annual Meeting – Tuesday, April 12, 2011 – 7:00 PM – Linn Town Hall

Present were Chairman James Weiss, Supervisors Christine Jones, Terry Woods, Jeanne Allis, Clerk/Treasurer Sue Polyock, Attorney David Schiltz and twenty two (22) citizens.

Supervisor Holden was absent.

Chairman Weiss called the meeting to order. He welcomed new Supervisors Jones and Woods to the Board. The Pledge of Allegiance was recited. The Chairman read the order of business.

The clerk read the minutes of the last annual meeting. Allan Polyock/Christine Jones motion to approve the minutes of the April 2010 annual meeting. Carried by voice vote. The Clerk then read the minutes of the December Town Meeting. Bonnie Cornue/Doris Roan motion to approve the minutes of the Town Meeting. Carried by voice vote.

The Clerk gave an overview of the financial report distributed. Christine Jones/Dennis Wisniewski motion to approve the financial report as distributed. Carried by voice vote.

Ted Peters, Commissioner, Linn Sanitary District talked about the Linn Sanitary District/Geneva Lake Environmental Agency joint effort to educate the public about groundwater and well testing opportunity. Ted then fielded questions from the audience.

Old Business: none

New Business: Bonnie Cornue spoke on behalf of the Linn 4-H. October 2014 will mark the 100 th anniversary of Linn 4-H. She is asking the Town Board to include a donation to the 4-H of $2,500 each year in the 2012 and 2013 Town budget. Bonnie Cornue/ Christine Jones motion to put the requested 4-H donation in the budget. By a show of hands 20 aye/none opposed.

Allan Polyock spoke about the water problems in Zenda and a possible solution. Steve Snudden gave an overview of the tiling he has done on his farm to help the situation, but the tiles are overloaded and running a new system would be a solution. We could apply for Federal funding payable next year, they would pay a portion and the recipient is subject to their system plan. Allan Polyock/Bonnie Cornue advisory motion under 60.10(2)(i) water conservation and watershed protection to spend up to $60,000 taken out of unassigned funds for the purpose of planning and implementing this plan and return to the highway budget for the next two years. There was discussion that followed. During discussion, it was changed to an advisory motion. By a show of hands, 16 in favor/none opposed.

Allan Polyock commented that no Town employees should be members of committees. He also stated that Town employees should not be doing business with the Town, they should not be providing services for the Town. The Town Board should review the long term capital expenditure plan and look for adjustments. Age should not be main factor in replacing equipment, but rather how long it’s useful life is done should be the “gauge” of replacement.

The next annual meeting will be held on Tuesday, April 10, 2012 at 7:00 pm in the Linn Town Hall.
