Linn Sanitary District Business Meeting Dec. 12, 2007
Present: Ted Peters, Tess Adams, Jim Livingston, Mark Kolsczaski (Woodman & Baxter), Richard Scholze, and Karen Nordsieck.
- Ted Peters called the meeting to order at 7:00PM.
- Public Comments
- Chester Griewahn commented about new septic systems not including instructions on how to maintain them. He suggested a link on the sanitary districts website to educate septic system owners.
- Ted suggested we could mail a newsletter in early 08 with Ted’s Tips. We have something on the website now about winter care of septic systems. We will look into future links for the website.

- Discussion of Treasurers Report.
- Report is in 2 colors to identify which bills are to be paid for Dec.
- GLEA’s quarterly bill needs to be added to Dec. payments ($4875.00). Next year GLEA will go up to 5K/Quarter or 20K/Yr.
- Pat’s accounting bill needs to be moved from capital exp. to accounting.
- Chart of Account numbers to be added to the top of each bill in 2008.
- Chart of Account numbers will be revisited in 2008. Karen will work with Jim.
- If we are going ahead with a design for a facility we should have a line item in the chart of accounts. (this way we could charge back the cost to the particular residents it would benefit.)

- Old Business
- North Shore Informational Meeting. Around 270 plus people attended. The majority seemed to be from the Geneva side. Ted indicated it was a good first step and plans to schedule another meeting in March 2008.
From Schofield Road East to the City of Lake Geneva on the Geneva side will most likely be taken out of the study area. It is not very dense and they have an average of 1 acre lots. Sunset Hills has 2 associations one has access the Lake Geneva the other does not. Next meeting may be scheduled for March 15 th.
Next Step : We have not gotten much of a response on the North Shore. We will have to wait and see what Geneva Township decides to do. Holding Tanks seems to be the best alternative that is environmentally safe.
- LSD Grade Data Base still being checked by Jim. Some of the failed systems just need repairs. Future report in January.
- FWWPCC They canceled the meeting in Dec. so there is no report until Jan.
- Government Investment Pool still pending and Tess will try to have it done by January meeting.
- Web Page Updated and looks good. Jim’s home phone number needs to be added.
- New Business
- Engineering Budget Mark spoke regarding 2007 budget of 10K. Monies have been used up and he is holding invoices of a couple hundred dollars until 2008. Ted asked Mark if LSD’s financial obligation to Geneva Township regarding the past facilities planning agreement had been met. Mark said the agreement of 50/50 split with Geneva Township had another 5% due. Mark also said he thought the recent North Shore Meeting may have fulfilled the public hearing aspect of their agreement. Richard suggested Baxter Woodman could give us an idea of what costs we will be looking at for 2008.
Mark suggested we send a letter memorializing next steps with Geneva Township. We need to have an understanding of who will pay for what. Ted needs to clarify some things with Bob Bensen. Will Geneva have a utility district? Can a utility district go outside a town? Commissioners to jot down questions and Ted will try to get answers.
Ted discussed assistance and cost sharing for individuals needing to upgrade their systems and what the statues may allow. More research is needed.
Motion to Allocate 10K for 2008 Engineering Fees: T. Peters/ J. Livingston CU
- An informational meeting for South Shore was discussed. It was agreed there needed to be one. It was suggested there could be a sign in card for each attendee to fill out and it could include questions if they are for or against sewers for their area and their email address for further information. The card would be dropped into a drop box at the end of the meeting.
- Application for Notice of Intent to apply for the WDNR Clean Water. The average income in Linn is too high to be elgible for grants, but we do qualify for low interest loans. We need to apply for the Clean Water Funds each year to keep the possibility of low interest loans available. It is an “intent to apply” only, we are not obligated to ask for funds. Priority Evaluation Rating Form did not have to be done again because we had a previous number unless things change. Ted will sign the forms and send them in.
