LINN SANITARY DISTRICT BUSINESS MEETING—October 10, 2007

Present: T. Peters, J. Livingston, T. Adams, Mark Kolsczaski, Richard Scholze, Karen Nordsieck.

Ted Peters called the meeting to order at 7:10 pm.

Ted Peters open the meeting to Public Comments.

Visitors Present. Larry Yopp of Chicago Club; Chester Griewahn of Genevista.

Question: Regarding Ted’s letter, was the cost basis per home based on the existing 265 homes?

Anwser: Yes, and the more homes the less the cost per home. There would be a low interest loan through the government amortized over a 20 year period.

Question: What is the timetable for bringing sewers to the planning area?

Anwser: Ted stated he hoped a decision would be made by spring of 08 after polling homeowners in the planning area. No referendum would be needed.

Question: How would the operations and maintenance costs be covered?

Anwser: There would be a quarterly user charge by the plant. It is now unknown what the charge would be. It would be a charge based on the number of homes not the number of inhabitants.

Old Business

  1. Walworth Village Board met and agreed to explore Linn South Shore planning area sewer line joining the east side of Walworth’s interceptor line to sewage plant.

Fontana was not interested in Linn joining to their sewer line to the plant.

Walworth sewage plant is operating at 86% capacity. They are not planning on expanding. We would need to drive any expansion plan to handle our volume.

  1. Ted Peters/Tess Adams Motion to hire new Secretary Treasurer Karen Nordsieck at present pay rate. 2008 renegotiate pay rate. CU
  2. Budget was discussed. Jim Livingston to do further work on budget.A 2% pay increase was discussed to be included in new budget. An $11.50 per hour special project rate (averaging 2 hours/week) for the Secretary in the 2008 budget. The mil rate is calculated on the previous years Levy. Proposed Budget to be published 15 days prior for the Nov. 14 th meeting.
  3. Discussion about investing some of the 80,000 of Linn Sanitary District Funds into Local Government Investment Pool. $50,000 could be kept in Money Market. Ted Peters/Jim Livingston motion to transfer 50K to Local Government Investment Pool. CU
  4. Inspection Data base was being finished by Karen Nordsieck.
  5. This data base would be given to the County when finished and they would begin a 3 year maintenance program on all entries with functioning, repairable, and unknown septic systems. The list of illegal systems would not be given to the County.

New Business

  1. Ted Peters/Jim Livingston motion to pay outstanding bills as presented. CU
  2. Ted Peters attended the Maple Hills Meeting regarding annexation into Fontana. Maple Hills voted no to selling land in question to enable other associations to be annexed into Fontana. It is still unknown if Maple Hills wants to be annexed. Maple Hills is the only stumbling block preventing that entire area from being annexed and Linn losing $300,000. In Tax Revenue.
  3. Web Page update. Tess Adams and Karen Nordsieck need to be added. The letter sent to South Shore residents in the planning area needs to be posted. When we contact Jeff we need to find out what his current rates are.
  4. GNSD/LSD Mark Kolsczaski of Baxer & Woodman spoke to commissioners about options. Geneva Township favored going the Hwy. 50 Route citing cost, feasibility, esthetics, and water quality. Mark recommended including Geneva into our district making only one district. Should LSD stand alone and hire someone to operate making operations more efficient? Ted recommended keeping ANVAN out of it.

Evaluate in two weeks. There will be a public informational meeting Dec. 8 th which will be advertised. Ted will send letters to the North Shore residents effected outlining their options and the date of the informational meeting.

  2. Ted reported on his meeting with SEWRPAC. There was no new news that would be helpful to us.
