Fontana – Walworth Sewer Service Area (Planning Area #9)

Area 9 Septic System Summary: 265 Homes, 16% Inadequate, 65 Existing Holding Tanks

Summary of Wastewater Collection and Treatment Alternatives

Walworth and Treatment at Fontana-Walworth WWTP.)

Mark Kolsczski said this is a good indicator of what you will find in the rest of the District on the south side. Ted said this report is just what we were looking for and he went over the report with the commissioners. Holding tanks were discussed as a better cost alternative for summer residents. We have to make a motion to adopt one of these options then Mark can prepare the amendment for the next meeting T. Peters said. J. Livingston said the new amendment will then define the Districts direction. T. Adams said she would choose private holding tanks and J. Livingston agreed based on the cost, especially for summer residents. T. Peters said that even though this area desires sewers the cost is intimidating. T. Peters discussed a newsletter to inform the property owners to include the area 9 report and the area 9 report shouldl be included in the July minutes.

Motion to go with private Holding Tanks for failing septic systems (option A), not necessarily for every property, as the option for addressing sanitary waste management in area 9 of the District also known as the Fontana Walworth Sewer Service Area in theLinn Sanitary District. T. Peters/J. Livingston CU

That does not mean every house because some homes have enough property for a conventional system.

The district will put together a newsletter for the affected area. T. Peters will work with Karen to put something together.

T. Peters discussed some of the letters he had received.

Strangman - on Hollybush in section 12 was discussed. There is an unmortared brick tank. It is a cesspool and T. Peters had written them a letter stating so.

Mr. Pfeiffer , IRB200069A N1644 E. Beach Rd. He is going to go ahead and get a permit for a holding tank.

Malmin - lives next to the Geneva Inn. He stated he just got a divorce and had lost his job and he intended to sell the property. He has a brick tank one foot from the house. T. Peters told him to get a permit for a holding tank which is good for 2 years. He said he would do so.

Rayner - 12’wide 10’deep tank 8500 gal. tank being used as a cesspool. It is a 115 year old and had never been pumped. T. Peters wrote him a letter explaining it was designed for gray water and now being used for waste. It needs to be replaced because it is not treating the waste. The waste is going into the water table which feeds the wells in the area.

Stiener - He said he is not using the house. It was reported by our inspector as a cess pool. T. Peters wrote him and told him he can get his own inspector and submit a new report addressing the issues on the Districts report. He is still on the list.

Ward Fisher - in Wooddale. His system is not water tight. His system is probably paved over or on a steep hill that drains down to the Wooddale parking lot. He is still on the list.

Layer/Graves on Cain Lane - J. Livingston said he is familiar with the house and it is unoccupied and they plan to replace it. He said he thought it should not be moved to the counties list and he could watch the structure since he lives so close. Mark suggested they get a demolition permit. T. Peters said he has to comply by getting a new system if the home is not condemned or demolished. Rich Scholze said he needs to supply verifiable proof the water system will not be used and the permits will supply that proof. Rich said if the Building Inspector posted it as uninhabitable it could be taken off the list. It was suggested the owners could employ one of those options to remove it from the list. The Board came to a consensus that they needed proof that the home would not be used by getting a demolition permit or by having it condemned as uninhabitable.

T. Peters will email his new list which shows who has contacted the District about their systems and who has taken action to Karen to update the label list.

c. The 2009 property listing database will be sent to Karen. It will include all parcels improved and unimproved. We will address reimbursement next month.
