April 15 , 2009

Present: T. Peters, Tess Adams, J. Livingston, Rich Scholze and Karen Nordsieck.

  1. T. Peters called the meeting to order at 7:02PM.
  2. Public Comments- no public present.
  3. Motion to accept March 11, 2009 District Meeting Minutes with a change to 5d that T. Peters will try to call FWWPC’s Commission’s Engineer. T. Peters/J. Livingston CU
  4. Motion to accept March. 11, 2009 Treasurers Report. J. Livingston/T. Adams CU
  5. Old Business
    1. No update.
    2. No update. Take off Agenda.
    3. T. Peters and J. Livingston met with County Sanitarian regarding illegal septic systems.
    4. The County has agreed to work with Linn Sanitary District. Timelines were set. T. Peters is preparing the minutes from the meeting and they will be discussed at our next meeting. The follow-up reminder letters will be initiated by us. T. Peters said he hoped the number of 150 illegal systems will be reduced by upgrading or replacing them by the deadline. Ted will email the minutes of the meeting ahead of time to the Commissioners for review. They will be approved at our May meeting. T. Peters said copies of reminder letters and inspection reports will be sent to the County to keep them informed.
    5. T. Peters has not been able to get in contact with FWWPC Commission’s Engineer. No Update.
  6. New Business
    1. Discussion and action on bills. Karen will fax Baxter & Woodman bill to Ted for investigation.

    2. Linn Sanitary Districts’ accounts with First Banking Center and the Government Investment Pool are both set up as Public Depositories.\
    3. The letter from Chef’s Corners was reviewed. They have to submit all the soil tests and drawings to get the permit and it costs 750.00. Ted said the total cost to get the permit could run close to 2,000.00. If the area is annexed they may be reimbursed some of the cost of the permit from the county. T. Peters said there needs to be consistency and asked the commissioners if that is the best course of action. T. Peters talked to a Village Trustee about annexation and border agreements with no clear outcome. The age of the Chef’s Corners system was discussed with the commissioners and J. Livingston pointed out they have known about their failing system for 5 years. T. Peters suggested the District stay the course and encourage them to talk with the Village of Williams Bay and maybe get a letter of commitment from the Village. We will revisit the matter in our June or July meeting.
    4. T. Peters received a letter from Mr. Eckberg with an independent inspection report. His failed system was repaired and the commissioners discussed the report he submitted. Our database showed the owner was Bonnie Bona but Eckberg purchased the properties since our inspection. We need to be shown proof that the tank is water tight. T. Peters will stay in touch with him and he will remain on the list. A different letter from a property owner Mr. Stopka was reviewed. Mr. Stopka had his tank inspected in Feb. after it had been sitting unused for months. The inspector said there were significant roots growing in from under the tank cover. He also reported it was a seasonal use house and the system was operating fine for its existing use. J. Livingston said its existing use was zero since it was Feb. Ted said he would send Eckberg and Stopka a letter and he would email them to the commissioners.
    5. W-4’s and withholding was discussed. It was decided the payroll was so small each individual could take care of their own withholding. Ted will investigate further.
  7. Commissioners Report. T. Peters said he had been getting letters from title companies and he reviewed his response with the commissioners.
