- Motion: To accept the January 2010 Amendment to the Linn Sanitary District's Facilities Planning report for the Southwest portion of the District . T. Peters/T. Adams CU
Discussion commenced regarding what the commissioners have agreed to in this amendment. A 3 year maintenance program on tanks and POWPTS pumping, a continuation of working with the county on code enforcement, continued public education as the District has done in newsletters and on the web site, the review of county records and data on a 10 year basis to determine if a detailed POWTS inspection should be performed by the District. The 10 years will start when this Amendment is adopted. If problems come up or there is a need prior to 10 years the District can inspect those problem areas.
Mark gave out copies of the Facilities Planning Report. Mark will send a copy for Linn Township to keep in their office.
- Ted Peters handed out a list which summarizes the illegal system parcels. He said the list is not ready yet. He has categorized all 156 parcels on the list. The first category is Check for permits on 26 of the parcels, which means the Sanitarian should check to see if the owners have taken out permits, the second category is 45 new systems , the third includes 66 parcels where the owners have nothing to add or have contacted the district , and the next category see attachment which is people who have said they had someone inspect their systems and have sent Ted the report, there are 19 of those and Ted will send the attachments to the Sanitarian. There are 2 or 3 that are need to contact which means the property was sold and the new owners did not know about the failed system.
T. Peters will try to get the list to the county by the next meeting.
- The whole district Newsletter was discussed and is in draft form. T. Peters brought a flier from his WOWRA conference that all the commissioners agreed would be good to include in the newsletter. He will check on the cost.
T. Peters has a stamp we can use on the newsletters. He will get a price quote from a firm in Delevan for printing, stuffing, folding and bulk mailing. Jim gave T. Peters a draft he had worked on. Ted and Karen will work on the newsletter. Ted would consider updating the mailing list. J. Livingston asked if we would still be doing a newsletter for South Shore. It was agreed that the one newsletter would be sufficient.
- The WOWRA conference was discussed, T. Peters said they had educational information the District should include addressing water softeners and POWTS. Centralized and decentralized systems were also discussed and could also be included as information in a newsletter.
T. Peters asked Mark about effluent filters and if they were required. Mark said he knew they were required for larger systems. T. Peters will discuss them with the Sanitarian and see if they are required and who maintains them. The expenses for the WOWRA conference will include his room and mileage and will be reimbursed next month.
Ted also discussed how useless adding enzymes to septic tanks is, but they were selling them at the conference anyway.
