Linn Sanitary District Business Meeting

Present: Ted Peters, Tess Adams, Jim Livingston, Mark Kolsczaski (Woodman & Baxter), Richard Scholze, and Karen Nordsieck.

  1. Ted Peters called the meeting to order at 7:00PM.

    1. Larry Rademaker W4390 Lake Shore Dr. Knollwood, North Shore, commented regarding the lateral pipe going along his private drive on our generic map. He said it indicated on the map it was a road but it was really his driveway. He stated he and his wife wanted sewers for the area. He was noncommittal on granting an easement along his driveway..

a. Discussion regarding the chart of accounts for 2008. All engineering fees for 2007 should be number 5045.

    1. Government Investment Pool Karen Nordsieck to contact them and get the forms necessary from the investment pool to invest the $50,000 for Linn Sanitary District.
    2. Next Steps for the North Shore
      1. Ted discussed establishing a time line.
      2. Mark K. suggested our Sanitary District needs to decide if the need is there to move ahead with further investigation. Mark K. said, based on the inspections there are not a large number of illegal system. There were less than 5% with ponding ground water. There may be more illegal systems identified with further investigation, however. The next question is; are we going to go ahead and redefine the areas that need to be sewered. J. Livingston stated the database has been updated since Mark K. got his data with many unknowns and illegal systems being redefined. What exactly are the areas the district is interested for sewers? Cisco Beach has 19 failing systems many which are cesspools with 30 unknown systems. Elgin Club Road all has newer systems, but Elgin Club itself has numerous failing systems with many in their front yards. Ted has been invited to speak to the Elgin Club Association in March.

      T. Peters stated the Sanitary District’s plan is to bring an alternative to those who have failing systems. The size of the pipe laid does not make a large cost difference. Mark K. said it is important to plan for the future so a larger line makes more sense since the major cost is digging the ditch. If some of the large estate owners want sewers in the future our line would give them an alternative to asking for annexation into Williams Bay.

      J. Livingston stated the mission of the Sanitary District is to clean up the problem areas not to protect the borders from annexation. Williams Bay will certainly want to annex the large parcels, especially the lake front, but it is unknown if it is in their master plan.

      A mailing with a response card was discussed for the area west of Knollwood including the empty land before the March meeting. Mark K. said the plan is to have a public hearing in June and the areas can be defined between the March meeting and the June Public Hearing.

      There will be a letter mailed with a response card identifying each property owner’s tax key number.

      Mark said he would do a new cost analysis on the redefined area. There still needs to be more information from Geneva Township regarding how Geneva wants to handle their side of the plan. Would they be forming their own utility district, joining Geneva National or should Linn Sanitary District expand its coverage? T. Peters wants to keep Linn Sanitary District as it is.

    3. The Meeting March 15th would be at 10:00 a.m. at Woods School with Geneva Township attending.
    4. T. Peters met with FWWPCC and learned they are going ahead with their expansion plan. They will fund their own capital improvements. We will be a customer, paying a fee to get into the plant. They will draft an agreement to ensure the capacity will be there when we are ready to come into the plant. This will ensure we will be able to work on our own schedule. They may ask for some up front money. We may be prepaying connection fees. FWWPCC wanted to be assured we will commit not to exceed the capacity our overall plan presented.
    5. LSD Grade Data Base is finished . J. Livingston presented the printout sorted by grade. Linn Sanitary District will deal with the illegal systems and the county will put the rest on their maintenance program. We will give property owners a year to repair. We can check with the county to see who has applied for permits to repairs or replace their systems. A letter would be sent to those areas needing attention and we would not send the letter to the planning areas.

    T. Peters will give the print out to the county.

    1. GLEA new charges are reflected in the 2008 budget.

    3. Baxter Woodman to work up a targeted newsletter with Ted’s Top Ten Tips.

    There may be another general one sent out in the summer.

  2. WOWRA Convention was discussed, T. Peters will attend.
  3. Future agenda items to include; a newsletter, salary schedule, targeted mailing for north shore, and the WOWRA conference.
