August 2007

Dear Linn Sanitary District Resident:

The Linn Sanitary District has been in discussion with the Fontana/Walworth Water Pollution Control Commission (F/WWPCC) regarding the expansion of their wastewater treatment plant and the possible inclusion of some capacity for the Linn Sanitary District (LSD). These discussions have been on-going for at least a year and have progressed to the point where the F/WWPCC has asked for some population and loading figures to include in their design projections.

Over the last couple of months the LSD has been working with Town of Linn to come up with some future projections of growth and potential sewer service areas. Consideration of the Town's Master Plan and the results of the LSD Private On-Site Wastewater Treatment System (POWTS) inspection program are a vital part of these discussions.

The LSD commissioners have identified areas within the District that we feel should be considered to be served by future sanitary sewers. You have received this letter because your property is in one of these areas (see enclosed map). In general this area includes the area along the south shore of Geneva Lake from Academy Estates west to the Fontana Village Limits.

This area is presently involved in a Facilities Planning Study which looks at some of the economic, environmental issues associated with the different sanitary waste management options. With the need of alternatives for POWTS as identified in our inspection program, and with present expansion planning being done at the wastewater treatment plant, the LSD commissioners feel now is the time to secure plant capacity.

Several options are being considered in collecting and delivering the wastewater to the plant. The District’s engineers have prepared some cost estimates for some of the options for addressing wastewater management for the next twenty years. These costs are very preliminary but do allow for some idea of the approximate and relative cost of wastewater management.

Any cost to the District would be financed by the District with low interest loans over 20 years. The District is exploring some options of reducing the per house cost.

As a general rule, as a customer, you would be billed annually over 20 years via a special charge on your tax bill. Individual cost for private plumbing adaptation (i.e. laterals, pumps ect.) would be the responsibility each individual party.

We would like to discuss in more detail this whole process and what it means to you, the Linn Sanitary District, The Town of Linn and Geneva Lake. We would also like to know your feelings and comments on this matter. Please feel free to call or write the Linn Sanitary District with your comments or concerns. The Linn Sanitary District meets the second Wednesday of each month at the Linn Town Hall. As we move through this process we will be holding several public meeting on the matter.

Please let us know your feelings on this matter. The Town of Linn and Geneva Lake’s future will be greatly impacted by some of these decisions.

Sincerely,

Theodore W. Peters, President
